The game will never run great imo, in multiplayer you get about the same fps no matter what settings you change except for object draw and view distance and turning off grass in mission view settings, all the other options barely do anything. Also the game really doesn't care if you have a good graphics card or not, the GPU usage is terrible. The only way to get a significant performance boost is to overclock your CPU. IMO.
Thought id pitch in, my view distance is 2500 all settings are on high i get 40fps when things get hectic and we in a city lowest is 20 im running i7 4790 gtx 970 16gb ddr3 2400mhz on an ssd
