Server Whitelists

The reason why JSRS has not been added so far is because it has been known to cause issues on the server as it isn't 100% client-side (server logs show JSRS errors when clients run the mod, even if the server isn't). I've been told by the dev for JSRS that his next sound mod (DragonFyre) will be 100% client-side this time.
