Laptop desktop, 1st gen. 8 core enthusiast edition, unlocked multiplyer?  Mate there are so many different i7's that it's just like telling a mechanic there is something wrong with your car and giving the model as 'a red one'

You can find out everything about your computer by downloading a program called 'Speccy' https://www.piriform.com/speccy

Once we know what we are dealing with we can get your rig running as smooth as possible.

How many frames are you getting and with what mods/game mode?

Also put a list of the settings you're running arma 3 at.

With a i7 4790 you shouldn't be having any issues as long as your settings are right.

First th I g you need to fix is the RAM. Looks like it's running at half speed.

Try enabling xmp profile in the bios

800mhz is the correct speed for ddr3. It's just the way speccy displays it. It displays actual speed not the effective speed of double data rate ram modules.

The game will never run great imo, in multiplayer you get about the same fps no matter what settings you change except for object draw and view distance and turning off grass in mission view settings, all the other options barely do anything. Also the game really doesn't care if you have a good graphics card or not, the GPU usage is terrible. The only way to get a significant performance boost is to overclock your CPU. IMO.

Thought id pitch in, my view distance is 2500 all settings are on high i get 40fps when things get hectic and we in a city lowest is 20 im running i7 4790 gtx 970 16gb ddr3 2400mhz on an ssd

20fps is really bad though, once it drops a few lower than that it's unplayable to the point that I have to leave.

Thats on the greenzone mission with the modular walls fps is really bad, most maps i dont suffer

It's overclocked, OP won't be able to do that.
I know which is why I'm getting his info to make the best of the available horses. Need to load that gpu as much as possible without adversely affecting overall performance. As it's only a 750 this will need to be done carefully. If it was a decent card I'd  just tell him to whack it on ultra to free up the cpu and make a few tweaks fron there.
