If you have a graphics card (which I hope you do), pushing some of the video settings up to "High" forces the game to use the graphics card. Anything below high forces the game to use the CPU instead, which results in a much lower FPS.

Try it, I did the same a while back and got a 10-20 FPS boost (results may differ for you though)
